Job Purpose


For Central NPI:
Develop, design and evaluate NPI programs, processes, procedures and tools for Corrective Action Program (CAP), Investigation, Causal Analysis, Trending, Human Performance (HU), Self-Assessment (SA), Benchmarking (BM), Operating Experience (OE), Nuclear Safety Culture (NSC), Knowledge Management (KM), Key Performance Indicators (KPI) and metrics, and communication and engagement. Implement and support corporate and central functions in the implementation of NPI programs in accordance with the Central Governance Model for the NPI Function, while ensuring standardization across the enterprise; and in compliance with UAEs Federal Authority for Nuclear Regulation (FANR), the International Atomic Energy Agency (IAEA), the World Association of Nuclear Operators (WANO) and other related industry standards.

For Plant NPI:
Implement NPI programs across the assigned Barakah Nuclear Power Plant (BNPP) Units by representing the assigned function and reviewing, developing, performing technical analysis and supporting programs and initiatives including but not limited to: Corrective Action Program (CAP), Investigation, Causal Analysis, Trending, Human Performance (HU), Self-Assessment (SA), Benchmarking (BM), Operating Experience (OE), Nuclear Safety Culture (NSC) and Knowledge Management (KM).

Activity:
Nuclear Performance Improvement
Responsibilities and Accountabilities:
For Central NPI
•Develop and maintain NPI program requirements, procedures and processes for Corrective Action (Program (CAP), Investigation, Causal Analysis, Trending, Human Performance (HU), Self-Assessment (SA), Benchmarking (BM), Operating Experience (OE), Culture of Safety (CoS).
•Implement and support corporate functions in the implementation of NPI programs in accordance with the Central Governance Model for the NPI Function.
•Develop organization-wide NPI program performance monitoring tools including standard KPI structure and performance criteria to provide insights on organizational performance.
•Interface with inspectors and assessors for programmatic or corporate level assessments and provide support for key regulatory inspections and industry assessments, as and when required.
•Oversee and support NPI training programs, contents in accordance to conduct of training, to enhance organizational NPI skills and knowledge.
•Provide assistance in NPI programs' assessments performed by International Atomic Energy Agency (IAEA), World Association of Nuclear Operators (WANO) and other regulatory organizations.
•Review and prepare technical presentations, graphs and documents to assist in decision-making and NPI task planning.



For Plant NPI
•Implement NPI program requirements and procedures, provide oversight to the implementation of these programs on Plant Functions, Corrective Action (Program (CAP), Investigation, Causal Analysis, Trending, Human Performance (HU), Self-Assessment (SA), Benchmarking (BM), Operating Experience (OE), Nuclear Safety Culture (NSC), in the assigned Barakah Nuclear Power Plant (BNPP) Units and provide input for any process level needs for the Plant to ensure full support across BNPP.
•Operate as the SME in relation to NPI process and procedural queries and provide the appropriate advice and spread awareness about NPI practices.
•Keep SME status by reviewing NPI updates and disseminating them to plant functions to diffuse knowledge throughout the organization.
•Counsel the plant function in the assigned BNPP Units to ensure effective implementation of Nuclear Performance Improvement processes and programs.
•Implement and critically evaluate effectiveness of NPI improvement programs in the assigned BNPP Units to ensure alignment with Central NPI standards and adherence to regulatory requirements.
•Develop, track and validate plant-level KPIs and take the lead in investigating deviations from expectations to inform path to improvement.
•Identify and track all NPI software maintenance issues and request any recommended enhancements or modifications through central NPI to improve system performance.
•Prepare technical presentations, graphs and documents to assist in decision-making and NPI task planning.
•Engage with Plant Function to ensure that correct behaviors are demonstrated, assessed, coaches and corrected.

Nuclear Safety Culture (NSC)
Responsibilities and Accountabilities:
For Central NPI
•Design, develop, and administer NPI Nuclear Safety Culture assessment in compliance with FANR, IAEA, WANO, or other related industry standards.
•Develop and execute the corporate Nuclear Safety Culture Enhancement Plan and actively communicate with Central and Plant stakeholder for programmatic changes to NPI Culture of Safety programs and processes to ensure successful adoption.
•Conduct effective reviews on Nuclear Safety Culture Enhancement Plan actions to ensure proper and timely execution.

Responsibilities & Accountabilities (contd.)

•Liaise with stakeholders and conduct NPI-related activities for the corporate Annual Culture of Safety Communication and Engagement Plan to ensure continuous awareness and education amongst all employees.

For Plant NPI
•Design, develop, and implement NPI Nuclear Safety Culture assessment for the assigned NPP units to comply with FANR, IAEA, WANO, or other related industry standards.
•Implement the Plant Nuclear Safety Culture Enhancement Plan and actively communicate with Central and Plant stakeholder for programmatic changes needed for Nuclear Safety Culture programs and processes to ensure successful adoption.
•Conduct effective reviews on Nuclear Safety Culture Enhancement Plan actions for the assigned NPP units to ensure proper and timely execution.
•Liaise with stakeholders and conduct NPI-related activities for the Annual Nuclear Safety Culture Communication and Engagement Plan in the assigned BNPP units to ensure continuous awareness and education amongst all employees.

Key Performance Indicators and Metrics
Responsibilities and Accountabilities:
•Review and evaluate all Key Performance Indicators and metrics related to nuclear performance improvement programs that are provided by International Atomic Energy Agency (IAEA), World Association of Nuclear Operators (WANO) and other regulatory organizations.
•Develop NPI KPIs and metrics to support program requirements and standards in engagement with various internal stakeholders.
•Report KPI and metrics results to reflect the actual performance based on the cycle of each KPI and metrics to monitor the health of each NPI program.
•Monitor and analyze KPI results to identify opportunities for improving performance gaps across the organization.
•Establish communication mechanism to display and escalate KPI and metrics dashboards across various channels.

Communication and Engagement
Responsibilities and Accountabilities:
•Develop and maintain NPI annual communications strategy and action plan to ensure alignment with the NPI strategic goals.
•Act as the main point of contact for the NPI communication to ensure that the information is provided adequately and accurately.
•Review and evaluate organizational gaps from various NPI programs to identify area of potential communication and engagement.
•Conduct simulation exercises across the enterprise, such as but not limited to Dynamic Learning Activities, to ensure that knowledge and technical skills are transferred to close gaps identified.
•Develop and maintain NPI intranet page to ensure latest information are available for employees.
•Communicate NPI program information in various avenues, not limited to WAM, NLT, all staff meetings to provide updates and latest information related to NPI programs are communicated to audience.

•Certified coach.
•Certified causal evaluator.

Qualifications

Minimum
•Bachelor's Degree in related Business, Science, Administration, or Technical field of study.
•5 years of relevant experience.

Or equivalent as stated in the Job Description Procedure (HR-PRC-0004).

Preferred
•2 years' performing CAP activities within a nuclear facility.
•2 years' experience implementing OE in nuclear facility.
•2 years' experience implementing HU/SA/BM in nuclear facility.
