Head of Regulatory Programs

Job Purpose
Lead the regulatory programs activities to ensure that Federal Authority for Nuclear Regulation (FANR) licenses and permits are obtained and regulatory affairs are conducted in compliance with all associated FANR regulations to support the design, construction and initial operation of Barakah Nuclear Power Plant (BNPP).
Activity:
Initial Licenses and Permits
Responsibilities and Accountabilities:
•Lead the regulatory programs activities necessary to obtain initial licenses and permits necessary to support construction and operation of all BNPP units.
•Verify the Prime Contractor regulatory programs processes are adequate and effective to ensure compliance with FANR regulations and requirements.
•Facilitate strong relationships with FANR to understand the regulatory requirements and expectations for obtaining initial licenses and permits and respond appropriately.
Regulatory Program and Compliance
Responsibilities and Accountabilities:
•Develop the regulatory programs, procedures, training and reporting mechanisms and protocol for interacting with the regulator on a routine basis including reporting, violations, and licensing changes.
•Develop and implement regulatory programs, processes, and procedures to ensure that all nuclear regulatory requirements are understood, and met for the design, construction, and operation of UAE nuclear power plants.
•Oversee regulatory activities to ensure consistency in process and application with FANR.
•Verify that the Prime Contractor is aware of all nuclear regulatory requirements associated with the construction and operation BNPP to ensure that compliance is achieved and demonstrated to the satisfaction of FANR.
•Develop and improve regulatory compliance programs and processes to ensure that changes in plans or practices continue to comply with the licenses authorized by FANR.
•Participate in, assist, and support World Association of Nuclear Operators (WANO) Member Support Missions, Pre-Startup Reviews, and Peer Assessments as needed to improve performance.
•Participate in International Atomic Energy Agency (IAEA) functions or initiatives in area of expertise as needed to improve products and express UAE best interests.

•Prepare and consolidate the Section's budget and monitor financial performance during the year.

•Provide input into the development of the Department's systems and processes, as well develop and implement the Section's procedures, identifying opportunities for the continuous improvement of practices to increase productivity and operational efficiency.
•Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Section, to track performance and recommend corrective or mitigating actions.
•Ensure that all relative reports are prepared timely and accurately, to meet the Section's requirements and standards.
The incumbent is expected to perform standard activities as per attachments 4 & 5 in the Job Description procedure (relating to Health, Safety and Environment, Security and Business Continuity, People Management, Excellence and Quality Management
